Can you tell if someone is going to be draft eligible before the draft pool is released?

Which draft? First-year player draft, expansion draft, Rule 5 draft? Feeder leagues?

You can probably tell by the player's projected age as of the draft date. If he will have reached the maximum age for the feeder league (as determined in your feeder league setup), then he will be draft-eligible.
