Players on Active Roster but Not 40-man roster

Each year before the Rule V draft I look to make sure all my players that I want protected are protected. I then glance through the rest of the league to see who might be available. Every season I see a few players who are on a team's Active Roster but not on their 40-man roster, which should not be possible.

See MR Lien-ying Sang in the image below. On the Oakton active roster but not on their 40-man roster and shows with the # after his name indicating he needs to be protected on the 40-man roster.

When players go on the DL (60 day only? I'm not sure if it is 15 day also) they are removed from the 40 man roster, but left with the Active Roster status checked. When they the DL expires, but they are still injured, the game leaves them in limbo until they heal. If the active roster is full, the game leaves them in this status.

So the players you are observing have had long term injuries, and the AI doesn't think they are better than anyone on the 40-man, so leaves them off, but doesn't have any code to do anything about it.

At least that is what I think.

I have seen some weird stuff around the 60-day DL and the example above MAY be related to that (he was injured for 4 weeks).

Here is another example of a player on the Active Roster but not on the 40-man roster and below is his history with no recent injuries.

This sort of issue arises because OOTP keeps having the 60-day DL in operation during the off-season. That's not how it works in real life. In real life, by rule all players on the 60-day DL have to be reinstated from it no later than the day the reserve (40-man) roster lists are filed, usually Nov. 20th. From that point on there is only the 40-man roster. The DLs don't start up again until early in spring training.

You are right, that is one of the issues. But the second example I posted didn't involve the 60 day DL, Capelle was not injured. He wasn't on the 60 Day DL but was traded.
