$23M available to sign FA's but -$3M on Trade Screen?

During FA signing period I have $23M available to sign FA's. But if I try to make a trade, the screen shows me at -$3M Projected Budget Room and it won't let me make a trade that results in my taking on more salary.

Do I have some obscure setting screwed up somewhere in the league setup?

Ahh - Right on!

No, I just purchased 13 a couple weeks ago and have just used the automatic update function.

I'll give that Beta update a shot.

EDIT - Unfortunately the Beta Patch does not seem to address this issue. I don't think this is a 'Bug'. I think it is working as intended - It just makes no fiscal sense why they set it up that way.

When you go to sign FA's - It takes the Proj Budget and adds available Cash.
When you go to the Trade Screen it does not account for available Cash.

Why?

I can sign a FA to a $20M a season contract, but I can't make a trade that increases my Team Salary by $1.

Can anyone else verify this issue or am I doing something wrong?

Or has the OOTP community just gotten used to the fact that you can't make trades sometimes when (financially) you should be able to?
