Importance of scouting budgets/player developement money?

Hey guys... been a OOTP online league player for several years now, but I've ventured into my 1st league with scouting/personnel turned on, and I was wondering about the importance of scouting budgets and development budgets? Should I spend money here, or on free agents? What exactly does this money do in these areas?

Well, the answer would have been yes, you must spend some money in those areas, in all areas, of the game in order to do well.
