Could someone help me with my feeders?

The biggest problem is when I generate fictional players for them a bunch of foreigners fill up the league. Specifically for my West Coast High School league the settings are:

Country:USA
Region: US Region West Coast

All of the schools are located in the west coast and the foreigner % is set to 35%. When I hit fill with fictional players it is 95% foreigners. Why is this?

Bonus Question:
Why does my High School Association change my rules for age max/min every time I restart the game? I sometimes forget that it changes and I have to remove the major league players who thought it was a good idea to finish their GED.

Don't use regions, they're broken.

I've created leagues with regions and have never experienced any of the above problems. I have no idea why they're happening to you.
