free agency problem....

Hello all.
I have a world where there are 5 leagues; 4 associated, 1 not.
All 5 allow free agency, but the 1 has both of the following boxes unchecked:
"Allow Free Agents from Other Leagues"
"Allow Free Agents to Leave League"
while the other 4 share their free agents.
And yet, I still find free agents from the 1 league signing with teams in the other 4 leagues.

Any ideas?

Are they signing or being traded to the 1 league? I know there's an other "no trades w/ other leagues" checkbox that I missed with one of my setups once.

Aside from the possibility of it being a bug, this is the only thing I can think of. A player can get traded from league A to league B, then become a free agent in league B if you allow trading between leagues. It would probably reset his service time, too.
