Is there a way to shift money for extensions to free agents?

You may know this already, but here is a recap from the online manual. It shows how the calculations are done, pretty much by formula behind the scenes. It looks like the only way to immediately raise more money for free agents is to cut payroll, lower your scouting budget, or rescind any pending contract offers.
