Reliever order and usage

Was it ever revealed if Bullpen order has any bearing on when they will be used. I had hoped this got some love in the new version as before it made no difference, and often ran better if you didn't fill out the bullpen at all. Makes sense for it to be there as you would always prefer to use certain pitchers.
Take Toronto for example, I would rather pencil in any random 10 year old girl off the street to pitch before Laffey got a whiff of a baseball.

Would also like to be able to bring in my best relievers in the most high leverage situations. I assume this would take a good amount of coding, but I'd rather my top RP come in the 7th with the bases juiced, than for him to stay on the bench in case a save situation arises 2 innings later

A lot of the time I find no reasoning behind their order of usage beyond who is rested, and that should not be the case.

I would think, taking LR splits into consideration:

#1 MR if rested above a certain amount %
then onto #2 and so forth

I get it that the game probably doesn't or isn't able to look ahead to see "if I use this pitcher against this guy, I will need someone else next inning to face this person". I assume the CPU is yanking pitchers when they stink and moving on to whoever you have available.
