Starting a new league, scouting budgets?

I've started a new league where scouting is on. Looking through the other teams on commissioner mode, I noticed that none of the teams apparently have any amount of money dedicated to any sort of scouting.

Despite that, the scouting screens say that the "League Average" is $1,000,000.

Do I need to go through in Commish mode and make the teams pay money for scouting?

The "League Average" on the scouting screen will display whatever is setup in the league financial settings.

Teams that are over-budget when spring training begins will be forced to operate with 1/2 of the league average. The start of spring training is also when teams with excess budget room will adjust their scouting and development allocations.

So you're saying that the only reason there isn't any number in their scouting budget is because the league hasn't "started" yet?

Like, I should sim a day forward, get past the initial draft, and see what happens then?

Yup all will be well once you hit spring training of your first year. Might even be well if you sim ahead one day. I can't remember for sure though.

In future years though remember changes can only be made in the preseason to your scouting budget.
