Problem with Free Agency

I just started in an OOTP league and my commish is new to commishing so he's a bit baffled too. I am controlling the 2012 current Miami Marlins and for some reason I can't offer any multi year deals in free agency, because it states my projected future payroll exceeds my future budget. Even though my payroll only goes up 8 million next year then falls dramatically. I have 40 million to spend on FA and can only use them on 1 year deals.
