Auto Expand League

I am curious, if you have this feature on in a fictional league, how often would this happen?

Its random. I had 2 teams come into my fictional league 1953 and then 2 in 1955. However, its 1968 and the league has not expanded since 1955.

I think I read in the manual that there is a small chance every year. I like to think of it like a D&D dice roll; roll a 1 and the league expands, roll anything else and nothing happens.
