Owner never says no

I only recently started using financials, starting a new league with the default financial system, including owner deciding expenditures over budget. No matter how much I spend on salaries, the owner always approves them, even if I lose $40 million dollars per season. The only time the owner ever said no was when, as a test, I tried to give someone a $100 billion contract in OOTP 9 before I switched to OOTP 12.

Is there a way to tweak this to make it more realistic? It's too easy to win every season this way.
