Is the cities file gone in 12

I was looking to create a cities file for a special league and I couldn't find it? So is there a new way to create special leagues?

Yes, the cities file is gone. It was replaced by a world xml file.

There is a default_world.xml file in the /database folder where you can edit everything. A good text editor like notepad+ will be helpful. You have to create the league after editing, tho. Changes will not effect existing leagues.
