Question about buying

I am thinking of buying the game, but I am getting a new computer in a couple weeks, would I be able to transfer it or how would it work

Easy as pie. Just un-license the game on your old computer and enter the product key on the new one. There is a tab under the game preferences menu that says license and you do everything there.

Yup just transfer your .lg file to the new computer and put it in the saved games folder.

Note: When you transfer a league folder to another computer, you may need to defrag the hard drive on the new computer after the transfer or OOTP will claim that its been corrupted. This happened when I moved a very old (and large) league folder last year. But once the defrag was complete, the league loaded up and ran just find (still playing it, in fact--although I think that I'm going to start a new one with v12 later today).
