Historical leagues pre 1900

Am I correct in assuming the current ER bug that exists is the reason for the teams overall ERA to be off on the low side approximately 1 run per game in years 1871-1900. I have seen the problem since this version came out,hoping it would be fixed in the latest patch.

I guess my real question is in pre 1900 baseball is it the norm to have a lower team era than real life or is there another problem.
Im sure its hard to get the pre 1900 stats exact with all the incomplete info and different rules and such.

Just hoping to get a answer on this so I could quit banging my head against the wall with trying to get these pre 1900 stats relatively believable. And move on with the rest of my life and just play starting in 1901 to the present.
