help with dynamically evolving leagues

OK guys, for some reason i can not find this option. I just created a fictional league with 3 major leagues and 5 AAA leagues. I could not find the evolution settings anywhere. I've been to league setup, global setup, and everything. can somebody help me out? I want to set my fictional league up to evolve on certain things but not others.

I don't remember exactly, and the game isn't in front of me but I think

Game setup
League setup (right most tab; make sure you are on your parent/MLB league)
Rules subtab (second from right; memory shaky here, but it was one of the subtabs)
Top left is all the evolution options. This may only be available during the offseason/preseason but I don't know.

That's almost exactly correct, except it's the Options subtab, not the Rules subtab (it is the second one from the right, though).

Pretty good for doing it from memory!

And it is available throughout the season.
