What year league totals for all time greats league?

What year in MLB history would be considered "league neutral" for league totals for an all time great team league? Any ideas?

I went with late 1970s because of a comment in Bill James Historical Baseball Abstract, which noted that you could see in that era 75 SB, .330 hitters, 200 Ks by a pitcher, 50 HR, 25 CG, 25 saves.

Average runs per team around 760 is a good choice
