Free Agent Issue

I am playing 2 leagues at the same time historical MLB vs the EBL i have it checked that mlb can get or lose free agents to other leagues, but i have the EBL set not to gain or lose FA's yet Bob Mitchell all star LF for Bird City signed with STL and a player that was in the EBL signed with OAK in September then came back to the EBL in January.

now i cant uncheck either free agent option in december or january.
my rosters r a lil weak in the ebl and i was trying to sign someone from MLB

i just had another player that played the 2003 sn in the BL signed with MLB in sept then came back in feb.2004
