Playing as commissioner: no AI trades?

Another question regarding a what-if season simulation: suppose I want to use the rosters exactly as they were in real life with perhaps one or two exceptions (i.e., trades that didn't really happened but might have). If I'm set up as the commissioner with the power to make the moves I want, how do I shut off the artificial intelligence (AI) of the game from proposing and making any trades on its own?

I ask this because when auto-playing an historic season, I've seen moves made that didn't happen in real life, and I want to squelch those completely to get as close to an accurate what-if evaluation as possible.
