Filling minor league teams?

I tried the search function and couldn't come up with anything, either I suck at it or it hasn't been discussed before, probably the former. I am doing a standard 2010 league that I just started and just finished my first offseason. My AAA and AA teams are very thin on players, I have a ton in A and rookie ball but they are either terrible or good prospects that I don't want to ruin by bringing up too early. I went to the Game Setup then League Setup and clicked Fill teams with ficitonal players but nothing happened. My AAA and AA teams both still have 8 guys. My major league team has 40 so by the season start 5 guys will end up back in AA/AAA but I don't think that is enough. What am I missing here? I just got OOTP11 recently, but I have been playing since 6 and I remember this feature in past games working just fine. Any ideas?

When you go to league setup, make sure you select the league you want to fill. If you're on the ML League, that's the one it will try to fill. Select AAA or AA on the left hand side first, then fill with fictional players.
