I am interested in OOTP11 but I have a few questions. I want to create a "Branch Rickey" era game. This would include little to no player movement with just a few trades. Ceratainly no free agency. Owners run the show, leaving little room "Player Attitude Problems". I would like to create this league in a static environment where salarys don't climb...etc. Can this be done?

Yeah, you should be able to do all of those things. Free agency can be turned off. Trades can be set to low or very low. Salaries can be maintained or financials can be turned off all together; admittedly I usually turn off financials in this era. The morale system can also be disabled to remove attitude issues.

...and about a million more things. Hope you make the plunge, you won't regret it.
