Budget problem. Is it just me?

I was wondering if anyone could test out on their version if the setting for the option owner controls budget is working correctly.

I have been setting it to no,entire revenue stream is available and everyone is still following their owners budgets. My $$$ availabe for FA/extensions is exactly the amount my owner will give me even though I have more money available. The AI is doing the same way. I'm just wondering if this is a bug that slipped by and if I should put a ticket in. Thanks.

Have you played a year or two since making the change? After simming a couple year if all teams made a lot of money then there is a problem.
