What effect does starting just drafted players have on development?

If you got one of them studs early in the draft. Hes begging for a major league contract so you give it to him and he plays. Does this hurt him cause he didnt play in the minors? Or it doesnt matter if they play in the minors or not they are as good as they are. And playing in the majors only exposes it.

Also what am I to make of the massive shifts in scouted ratings from my scout? Guys go from 1 star to 5 star and usually go from 5 star to 2 or lower.

In my experience I have seen it both ways. I've ruined guys careers by throwing them to the dogs. Other guys never missed a beat and dominated until injury or retiring.

My advice is to always start them in the minors, any level, for a handful of games 20+.It's a safer play, worst thing that could happen is he plays poor in the minors. If you throw them to the dogs, more times than not they bust.

And I don't use scouts anymore, that's all I'm gonna say about that.
