I Control All Teams But Can't Trade

I wanted to test circumstances where certain players are traded to another team so I can see the impact that they have.

However, despite playing in commissioner mode and going into the league options and giving myself control of all teams in the league, I am not able to initiate a trade. OOTP keeps telling me that I do not manage a team or my league does not allow trading. But neither of these is the case.

EDIT: Apparently I needed to choose "act as" a particular club. This seems a bit inconvenient, because if I've given myself control of all teams in the league, I'm already acting as GM of all clubs. The game even says so by giving me news items for season expectations. Strange.

Surprised you couldn't use Force Trade as commissioner. Might be a bug though one that people aren't going to run into very much.

I edited my post above. I had not chosen to "act as" a certain team. But that seems like an unnecessary step because I was already acting as GM of all teams. I figured I should have been able to go into the trade screen, pick the two teams, and then make the trade. But I guess OOTP is coded to make me pick the first team in the deal by choosing "act as" first. Oh well, I've never done trades on behalf of two teams before, so I guess I learned something today.
