Best time to promote minor league players during offseason?

When do you guys find it is the best time to promote players in your minor league system up to the next level i.e. A to AA, AA to AAA etc. etc.

During the season I do it whenever I think they are ready for it...

I'm wondering during the offseason when the best time is?

Should I wait till after January 1st to do it... or should it be like the in-season where I just move them up when I think their ratings warrant it?

Personally I've never noticed a difference...I promote/demote guys all throughout the offseason in preperation for the upcoming season rather than do it all at once and I've never noticed any difference..

Not saying there isn't any, but if there is time to promote thats better than any other during the offseason, I've never noticed it.

It doesn't make a difference when you promote them during the offseason since no games are being played anywhere.

I always promote either the day of the rule V (so I don't somehow miss out on an unprotected prospect still in my lower minors) or, in the case of my current league, the offseason date for the amateur draft. I used to keep my draft mid-season, but it was easier to just keep a single date for both promotions and the draft, so organizing my minor leagues could be done in one fell swoop.
