Scouting question

I have always played w/ scouting on and I'm wondering how it is to turn it off. I understand you will see the "actual" ratings with scouting off, but what about potential ratings?

With scouting turned off, do you see the actual potential of each player as well, or is that still subject to how well the player performs on the field?

With scouting off, you see both the true current ratings and the true potential ratings of the players.

I believe in older versions there was code to adjust the ratings based on how they performed in the game. I think this was taken out in OOTP 9 or 10. Markus made a post about it somewhere a while ago. The ratings change based on the development engine (if it is turned on).

Well, you see the current and potential ratings, but I don't think that always means a player will reach their potential. Maybe someone else can clarify this.

More a confirmation than a clarification. You're right.

My favorite league is played with scouting off, and I do see the 'actual' potentials AS THEY ARE THAT DAY. Literally from day to day some of them will change… usually right after I acquire someone. Okay, that's skewed perception speaking, but with the player rate of change set to 0.25, a couple of potentials will change every day in a system with 91 players.
