Computer Manager setting up teams after Inaug. Draft

After the Inaugural Draft, you get that popup that says "inaugural draft is over, would you like the computer manager to set up your team?"

In versions prior to X, you could click "no" and I would just be able to set up my entire organization to my liking. In version X, the first 23 (or however large your roster max is) drafted players are put onto the major league roster, and the 40-man roster, and given major league contracts without having the chance to set up my own team. Some of these players clearly aren't ready for the major leagues, and now I have to DFA them just to get them off my 40-man roster.

Why was this changed? I don't WANT the computer to set up my organization at the start, I want to be able to hand pick who goes on which level at the beginning, and who goes on my 25/40-man.
