Moving teams to "available markets" ?

Getting ready to start a league, and need some help. As we've checked out other websites, we note that some allow teams who become smaller market to, under certain circumstances, apply for relocation to a new market. The question I have is how is this done ? Can the commish "change" a teams location, market, fan interest, et cetera ? Is this how it is done ? Other suggestions ?

In a word, yes.............that's how its done.........just edit the info for the affected team.

thanks.. one more quick question

Is there a way to password protect the Editor so only the commish can make the changes ? or does the team owner always have access to their team's editor ?
