From my experience, protecting only 25 players on the roster allows expansion teams to rarely be bad. They might not win the division, but they will consistently lose fewer than 90 games.
I would like to be the Reds, but I don't like the thought of losing 5 good prospects..... Are you planning to fill the expansion teams' complete minor leagues from the draft? That would definetly make them not only decent teams to start, but also have a well-stocked minor leagues, which is unrealistic. How many picks do the expansion teams get?
