Arbitration not working

Has any other commissioner experienced problems with arbitration after converting their league? Offers function properly for my own team - the estimates are prefilled as the default offers and the game takes my offers into account when deciding new salaries. But all other owners have $0 for every offer, and no matter what they export, the game completely ignores their offers and decides new contracts on its own, sometimes lower than the team's offer. I'm in a few other leagues that have converted and none have had the same problem.

Did you upgrade to OOTPX immediately after the season was over instead of during the preseason (in Jan/Feb) as suggested?

If so, then this is a known issue where if you convert immediately after a season none of the arbitration information shows up until the following season.

I did convert early, but I also ran a test where I simmed ahead to the preseason before converting and arbitration still doesn't work. It seems to be a problem specific to my league.

Hmm, that is a new one on me. Do you have any odd settings for your financial settings in ootp9 that might be importing weirdly into ootpx?
