Scouting Report Question

Disclaimer: I'm new! If this question has been asked and answered previously I apologize for asking it again, but I can't find it anywhere.

Can someone with prior playing experience please explain the following Scouting Report to me.

Summary:
Not a whole lot of potentiall for this below-average reliever. May eventually fill a bullpen role on a Major League roster.

Stuff:
Great potential. This kid could go places, and notch some serious strikeout numbers. Feisty, great temperament, really goes after hitters, especially lefties. Maybe a little TOO feisty at times.

Movement:
Has some decent sink on this fastball down in the zone, but his other pitches are predictable. A lot of his breaking stuff hangs, and he hasn't been able to straighten that out yet.

Control:
The sort of control that scouts and coaches drool about. He makes it look effortless out there. The ball simply goes where he wants it to, end of story}

I'm totally confused about this report. The summary doesn't seem to match anything else. Like I said before, I'm new to this game so maybe I'm missing something, but I've noticed similar reports on other players.

HELP ME.

You have to look at the three sections independently of each other, and then the summary as a overview of all.

Stuff - this guy has good stuff, and looking only at stuff, would be a great pitcher.

Movement - not so good, looking at movement alone this guy isn't going to make it to the bigs.

Control - this guy has good control -- excellent in fact.

Overall, not so good, though. Why? Well, perhaps his movement is so weak that depsite having good stuff and control his pitches are too predictible. Or, though not outlined in the report, he doesn't have enough of an arsenal (does he know more than 2 pitches? what are their ratings?)

Personally, I'd pay more attention to the ratings than than the words ... if you post a screen shot of the ratings page, that would hep with the analysis.
