Potential ratings not constant?

Not sure if this is a bug --

When I import a historical player I notice his potential ratings in the Editor section do not necessarily remain constant. For example, Nolan Ryan`s potential significantly decreased over the course of several seasons from 178 to 103 for movement, and 169 to 35 for stuff (this is from first to 6th year). However, I have imported historical batters whose potential ratings seemed to remain consistent throughout their career.

If this happened once, it is just the games randomness, potential ratings move all over the place, I have seen , in editor, drops from 200 to 50 quite often,

If it happens every time, I dunno,
