Why cannot I restore from backup?

I wanted to modify some game parameters that are (oddly enough) only available during initial game setup. So I created a new game from a template, then attempted to restore my active game that I wanted to update into the new game. However, I am getting an error message saying

You cannot restore the currently opened database. If you want to do this open a new database and try again.

I am in the new game I created, there is nothing to restore from this game because I have not backed it up. I am trying to restore from a different game that is not open. So why am I getting this message that claims the game I am trying to restore is already open?

Ok, the only difference between the new game and the game I am trying to restore is that the game I am restoring from had an expansion of two teams, which of course do not appear in the template I used to create the new game. So, the game is not allowing me to restore because of the difference in the number of teams?
