Diff scout ratings in profile and scout reports???

Why are there different ratings for some players in the player profile screen and the scouting report? It is the same scout's information and the same scouting date.

this particular player has higher ratings in the profile than scouting report.

It's a known issue (now) that has already been logged!

What do the different ratings represent. I know its a bug, but do I build my team based on the profile ratings or the ratings on the scout page?
