Scouting Question

In a baseball universe with 2 independent leagues is scouting accuracy based on relative investment or absolute investment? I am currently playing in a universe where I am in a league with a 1 million average scouting budget (making the max spent on scouting 5 mil), and another league has a 2 million average scouting budget (making the max 10 mil). If I pump say 4 million into scouting, equally distributed in all 4 areas, will I get ratings similar to a team in the other league with a budget of 8 million or 4 million assuming scouting directors of equal talent?

I don't know, but common sense says it has to be proportional. If not, what would happen as scouting budgets change over time? If the average budget in 1980 is $400,000 (maximum of $2,000,000) and the average in 2008 is $2,000,000, then spending $2,000,000 can't mean the same thing in both cases.
