Cap on scouting budgets

This is a question for those commissioners who have already moved to OOTP 9. We're about to make the move in a couple of weeks, and one thing I'm wondering about is the new scouting budgets. Of course the accuracy of your scouting reports are now to some degree tied to how much you're spending on your scouting budget proportionally to the other teams in the league. Therefore a team with lots of resources could theoretically vastly outspend the other teams in the league, insuring mostly accurate reports for themselves and reports of lesser accuracy for the others (even those who are still spending quite a bit).

With that in mind, are any of you placing caps on scouting budgets? I'm not sure if this is entirely necessary, but I'm interested in soliciting opinions on the subject.

Of note, I believe that the coded cap is $10M.

I'm pretty sure it is a $15 million cap. At least that's what I remember setting my budget to for my team.

I have confirmed that it is $15 million, as I am spending that much in my league.
