Role of Computer General Manager

Wondering if someone can tell me the role of a computer general manager. Case in point, would I be better off hiring an awesome manager into the general manager role? Does it matter? Is there any information that helps me decide who to hire as my GM? Do any of their ratings determine the direction of the team?

As far as I know the only things that matter for the GM spot is his tendencies (think that's the right word). Whether he favors prospects or veterans, speed or power, etc. The ratings (how he handles rookies, or teaches fielding) make no difference in the GM role.
