AI Drafting and Reserve Rosters

I started a historical league in 1901 with reserve rosters. One thing I noticed about them is that a bunch of teams will horde 15-20 pitchers and only 3 position players on the reserve roster.

And so far for the first 6 years of the league, the AI will draft basically all the pitchers first, even the scrubs that pitched 9 innings in their career before taking some of the big talent hitters. A lot of the scrubs are highly rated and I can't figure out what setting will change that.

It's been an ongoing issue with historical leagues. I see the same thing all the time with mine.
