My annual reserve roster / foreign limit thread

I messed around with this in OOTP2007, OOTP8, and again now in OOTP9 and I still don't get it. Here's the situation...I've got some foreign leagues, specifically leagues in Japan, Taiwan, Korea, and Mexico. I'd like to limit teams in these leagues to 2-4 foreign players each. What happens every time I do this though is teams stockpile foreign players on reserve rosters.

so how do I prevent this? Is there a way to disable reserve rosters? I understand minor leagues would remove Reserve Rosters, but how do foreign player limits work with minors?

As with previous versions, foreign player limits still only apply to major leagues.

so safe to assume no one has come up with a good work around to this??
