Are you asking whether one will be able to convert a OOTP 6.5 game straight into OOTP 9 format? I'm wondering that, too.

well I'm asking because I play in a lot of online leagues that still use 6.5, so I'm wondering if I'll be able to make changes through league files for those leagues with OOTP 9

really? OOTP 8 was able to open 6.5 leagues, is 9 going to be radically different?

One cannot open a saved, unconverted OOTP 6.5 league with the OOTP 8 game. Perhaps if one tries to do that, the game automatically converts the saved game, and opens that, but I don't think that's how it works. Even if it does function that way, the newly-converted league would not be backward-compatible with 6.5.
