Trouble loading historical leagues

I am new to OOTP so please excuse the length of this question. I purchased OOTP 2007 to be able to do historical recreations of seasons. However I have been unable to download any historical years or leagues. I have the Lehman 54 comma-delineated database downloaded to my file C:/Stats.
In the screen "Historical League Creation Wizard Step 1 out of 6" when I click "Select Path to database" I am taken to the screen entitled "Select Master.csv file from database folder". I can then browse to C:/Stats. At that point the "confirm" button in the lower right is not active. So I try to browse further into C:/Stats by clicking on the next button and nothing happens. So I click the open button and C:/Stats opens in a new window to the zipped Lehman54_csv file. I double-click that file and it obviously opens to display its contents. I double click the "master" file and it opens into its notepad contents. At that point I cannot get back to the OOTP screen "Select Master.csv file from database folder" unless I minimize both open c drive windows. When I do so the confirm button is still not active. I discovered that if I then click the help button, enter the first help screen and then exit it immediately, the confirm button becomes active.
So I can now click confirm and I am taken back to the "Historical League Creation Wizard", where now the selected path is C:/Stats. I then complete the rest of this screen and click next step. I immediately receive the following error message: "The loading of the historical league failed. Please make sure the year is between 1901 and 2006, and the path to the database is correct!" I click "ok" and am now taken to the "Create New Game" screen.
On this screen I click "standard Major American League" and then "add historical major league" and I am once again taken to the "select Master.csv file..." screen, with C:/Stats listed and the "confirm" button again not active. At this time the 2 windows from my c-drive with the Lehman master.csv file open are still minimized. I have tried re-browsing to them and opening them again or leaving them minimized, either way I still must go to help before the confirm button becomes active. Once I get the confirm button to be active I click on it and this time I am taken to the "Historical League Import Options" screen. I complete this screen ( many of my prior decisons are already entered). I finally click the "import league" button and again an error box appears. This time it says "The historical league import failed!" Clicking OK takes me back to the Create New Game screen and essentially back to square one.
Please help. I don't know what to do next to solve this problem and as i said, I purchased OOTP 2007 to be able to do great historical season recreations. As it stands now all I can do is fictional leagues. Thanks!

You need to "unzip" the database files into that c:stats folder. They are compressed and so this is the reason why you can't find the "master" file.
