League Idea

I had an idea for a league, and was wondering what everyone thought was the best way to go about creating it.

What I was thinking was having a historical replay sim with an extra offshoot league for people who can no longer hack it in MLB but aren't ready to take off the cleats. So basically, the second league should be an independent minor league with an age requirement of 35+ or so. The question is, what is the best way to make sure the new league gets enough of an influx of former MLBers?

I'd suggest NOT having a draft...or making fictional players have VERY LOW qualifiers (.5??) so that over the hill MLBers are a better option than young fictional guys.

Do you think the second league is one I'll have to create after simming a few seasons? What would be the best way to have the MLB filled with real players as well as the old-timers league?
