Does recalc look forward 3 years, or forward and backward?

After reading the manual, I'm still unclear as to which 3 years apply to the 3 year recalculation method.

Does recalc looks at the stats from the previous year, the upcoming year, and one year down the road?

Or does it look at the past three years?

Or does it look at the next three years?
