What is a cash cap? On the game, it starts at $10,000,000, i think. But what exactly is it?

It is the limit on the amount of cash on hand you can have at a time.

Any amount over this is collected by the OOTP Gods and distributed to the less fortunate teams through revenue sharing... (this is generally noted in the league news at the start of the year)
