Question about "Progressing Options"

I've built a universe (may have talked about it before) with 4 US regional major leagues of 16 teams each, each with 3 levels of minors. I'd set the financials for each league such that there is a poor league, 2 "normal" leagues, and one rich league. I like the dynamic that this has created in terms of free agency and such. I've simmed week by week, starting in 2007, for 4 years and am absolutely dominating. While this is fun, I am ready for even more depth. So I built a template off of this structure and want am starting it in 1930 and am planning on simming for 70 years or so and take over a new team. Here's my question:
Will checking the "Progressing Options" boxes preserve the financial set-up for these leagues? That is, will my poor league still be working with 2/3 the cash as the normal leagues, just adjusted back to 1930's rates?
