Possible issue with facegen ethnicity selection..

Perhaps this is a bug, perhaps I am not implementing it correctly...

For some name sets, I want the facial type to be chosen by the country, not by ethnicity/name set. For example, Spanish.
The manual says that if no data is available in the ethnicities.txt file, the game will use the data from the nations.txt. So, I changed the ethnicities file to have this line:

1,Spanish,,,,,,,

and the nations file to have this line:

56,Dominican Republic,Dominican Republic,DOM,Dominican,4,5,1,100,0,0,0,0,0,0,900,0 ,0,0,100

With no ethnicity data for the Spanish name set, I expected the data in the nations file to be used, and 90% of Dominican players to have an african face-type. This was not the case...almost all of the Dominican players in my test had a caucasian face. I did a little more testing, and it seems like if data is not available in the ethnicities file, it defaults to a caucasian face type.

This is definitely not working as the manual describes. If no data is available in the ethnicities.txt file, a caucasian face type is used...it don't think it uses the nations file data at all.

I would like the nations file to be used for certain name sets--Spanish, for example. Spanish names dominate in Spain (caucasian), Domincan Rep (african), Mexico (hispanic) and The Philippines (asian), so for that set it makes more sense to select faces by country.

Just to confirm, I started a new universe with no ethnicities.txt file in the database folder, and every face in the game was caucasian.

Yes, this needs to be looked at...It's bugging me with the lack of Hispanic faces.
