New MLB Collective Bargaining Agreement
Does anyone have info about the new CBA? Primarily the Rule V draft?

Anything in particular? From what I understood, teams get one extra year before certain players become Rule V eligible.

Here's what fans need to know about the agreement, which runs through 2011. Revenue sharing High-revenue clubs (a group including the Mets and Yankees) previously had to donate 40 percent of their earnings to the central fund, which would be distributed to the poorest teams, while low-revenue teams would pay 48 percent. Now, all teams will pay 31 percent. Which means that the recipient clubs will be paying less to the fund, but also receiving less from the rich teams -- a net gain for the rich teams. There will be more scrutiny on revenue-sharing recipients, to ensure they spend their intake on improving the club's on-field performance. Luxury tax Great news for the Yankees. The threshold -- for the luxury tax to kick in -- is set at $148 million in 2007, $155 million in 2008, $162 million in 2009, $170 million in 2010 and $178 million in 2011. If the Yankees' payroll stood at $200 million for the five years, for example, they would pay a 40 percent tax on $52 million next year, and just $22 million in 2011. Amateur draft Teams that fail to sign a first- or second-round draft pick will get the same pick in the next draft as compensation. So if the Royals have next year's first pick and can't sign him, they'll get pick "1A" in 2008, which means, "the first pick after one." The signing deadline for draft selections is now Aug. 15, except for college seniors. Free-agent compensation The pool of players to generate draft-pick compensation gets shortened considerably. Starting next year, a Type A free agent will be in the top 20 percent at his position, rather than the top 30 percent, and a Type B player will be in the 21st through 40th percentile, rather than 31-50. The compensation for a Type B player is now a sandwich pick, meaning the team that signs him no longer gives up a draft pick. The deadline to offer salary arbitration, and for players to accept it, becomes Dec. 1 and Dec. 7, as opposed to the old Dec. 7 and Dec. 19. Free agency There are no longer periods when a team can't sign its own free agent. In the past, if a team didn't offer arbitration - or if the player turned down the offer, then didn't re-sign by Jan. 8 - the player couldn't return to the team before May 1. Now, a player can re-sign even if his club doesn't offer him arbitration. The tender date for arbitration-eligible players becomes Dec. 12, rather than Dec. 20. A player traded in the middle of multiyear contracts, effective with new such contracts, can no longer demand a trade if he's traded in the middle of that contract. Miscellaneous Home-field advantage in the World Series will continue to go to the league that wins the All-Star Game. The drug-testing agreement has been extended through 2011, as is. There will be no contraction of teams, through 2011.They don't mention anything about any changes to the Rule 5 Draft. |
