When are new personnel generated?
Undoubtedly this has been asked before (probably repeadtedly), but after looking back through the past 5 or 6 pages of threads I decided to just post it. I couldn't find anything about it in the Guide or Manual, either.
As far as I can tell, new personnel are generated by the engine when the game rolls over to "pre-season" but I can't be sure. So can anyone say with confidence when this happens? And here's a note to Markus for the next release: it would be nice if the personnel section of the game got a little bit of attention. IMHO the salary demands of top scouts and coaches ought to rise more rapidly than they do, and for that reason it ought to be possible to see a top-notch scout or coach appearing on the "available" screens once in a while. In my experience, those guys never seem to be on the market. Has anyone else seen anything to contradict this? |

I have noticed that at the end of every season you have higher ratings for Scouts etc. Especially as the seasons go by, you will find the personnel ratings increasing. Maybe other OOTP'ers have noticed this also. Hope this helps.

Also, from the guide: "If you elect not to have an amateur draft, and your league does not have free agency enabled, OOTPB will create a number of young players before each offseason and dump them into the free agent pool, so that the league can still have some influx of talent." I see my game doing that in my independent leagues just after their seasons end. They have no amateur drafts, and the players that I create in my MLB draft are not enough to go around, apparently. |

Oops, sorry. Missed (or misread) one key word: "personnel." Anyway, now that you got me interested, I will keep an eye out myself for when new coaches and scouts are generated and if I can pinpoint it, I will post again.
Edit - I ran my test league out several years with the Staff Search window open. Of course, I could only see 23 names, but I could also see the number of persons found. There was no change to the list or the total persons, year after year, except employment status. That is, until one of the older coaches reached 65, which apparently was his retirement age. He was deleted, to be replaced by another person somewhere else in the alphabet, because the next name moved up on the list. BTW, the next guy to retire on the screen lasted until he was 70, so there is no fixed retirement age. And they retired right after the season ended. From this small test, it appears that the list of personnel is static and you don't get new people regularly, only to replace retirees. Last edited by 1998 Yankees; 09-16-2006 at 05:02 PM. |

After testing, the only time I've seen it happen is right after the playoffs end. It seems there is a set number of personnel for each league. So as one retires another is created. I simmed for 10 seasons and I noticed that around 1-3 new personnel were created per season to replace the ones that retired.

Thanks, giornaliere.I suppose this was done in this way in order to prevent an overall inflation of everyone's talent level up toward 20 as the years go by. Since scouts and coaches improve their abilities just by sitting in the pool, if you always pick off only the best ones then with an excess of personnel appearing each year every team would eventually have a super staff. One more question, while we're on the subject of coaches and scouts. If I want to promote a scout or a coach to a higher-level minor league team (not to my ML team) how does one do that? There appears to be no direct, menu-driven way, so does anyone know of a work-around? Last edited by thbroman; 09-16-2006 at 02:50 PM. |

Edit - I figured out the work around. You have to promote him to the Major League Level first, using the right-click > Appoint as... and then you can demote him to a position within whatever minor league level you wish. Last edited by giornaliere; 09-16-2006 at 09:38 PM. |
