Minor league players out of options need to clear waivers
Every minor league player that is out of options, should have to clear waivers before being able to play at the minor league level, regardless of whether or not they have ever spent a day at the Major League level.
Currently in the game, a player that is on the 40 man roster, yet out of minor league options, is allowed to stay in the minor leagues for as long as a GM chooses. The correct handling should be that if a team wishes to have a player play at the minor league level who is out of options, the team must first have the player clear waivers. If he clears waivers, then he is allowed to continue to play at the minor league level until the following season, when the scenario repeats it self when opening day rolls around. It should only affect players on the 40 man roster. It creates alot of strategy in deciding who makes your 25 man roster out of spring training... Any chance we can get this fixed? |

Right.
What essentially happens is during spring training, anyone on the 40-man is considered on the "active roster". However, for opening day the active roster size goes back down to 40. At that point, anyone who is sent to the minor leagues must use an option. If they don't have any left, they have to go through waivers. |

The key is simply this.
Any player on the 40-man roster that begins the season in the minors must either have an option year left or pass through waivers first. The game already correctly does this if a player gets sent to the minors mid-season. There just needs to be a way to "simulate" getting sent down to the minors at the beginning of the season.
