Release all players and have inaugural draft

When can you use this option? Is it only during the offseason? Because in my league I want some "inactive leagues" so I made them have a 2 game schedule and when I decide to use them I want an inaugural draft if possible? Will this option become available for me to do it? Or are there other options you can do?

I also want to know how to release all the players in the league and have a draft. I cannot find this option anywhere.

Well, I can only answer part of this with any degree of certainty. In your Game Setup/League Setup page there are function buttons on the lower right corner of the screen. It's not the Financial, but the Other button that has an option to Release All and Draft. Mine has always been greyed/blanked out in that area, so I assume you're right about when it can occur, i.e. between seasons only.

Whenever I want to test something like this, I use the Fictional Quickstart game. I started this up as a new game, simmed a year, and noticed that the option that you wanted was not available until the off season, some time in late January or early February.* That's when the [Game, Game Setup, League Setup, Other Functions] "Release all players & schedule inaugural draft" option became active again. A bunch of other league setup options seem to be available only around that time as well.

The "Release All Players / Clear Rosters" option [Game, Game Setup, League Setup, Financial Functions] is on all year, but that just dumps all the existing players into the free agent pool, followed by a GM feeding frenzy, I guess.

* The second year that I ran the sim, I slowed down to try and pinpoint the dates; it looks like the option you want is active only from the first day of pre-season in early February to the first day of Spring Training in early March (using the FBL of the Fictional Quickstart game).

One note on releasing all and having an inagural draft, it does not place anyone in the free agent pool into the draft.

It does with Cubby's Rosters because Mike Mordecai is a Free-Agent and he was still one when I released everybody.
